USPS Shipping Rates 2026: Current Prices and What Changed

> Prices in force April 26, 2026 – January 17, 2027. Source: USPS Notice 123 Price List, edition effective July 12, 2026. These prices include a temporary USPS transportation surcharge that is scheduled to expire on January 17, 2027.

USPS changed prices three times in 2026, so a page labelled "2026 rates" is not specific enough to be useful. Everything below is the price list in force right now, with the date range it applies to.

The two published price tiers

USPS publishes two prices for the same parcel:

TierWho pays itWhere it's published
RetailWalk-in customers at the Post Office counterNotice 123, Retail pages
CommercialShippers buying labels through an approved platform or USPS accountNotice 123, Commercial pages
Commercial Pricing is what shipping platforms — atoship included — are priced from. The gap is much larger than most guides suggest: on a 5 lb Priority Mail parcel coast-to-coast it is over half the retail price, and it widens with weight and distance.

Your actual rate depends on the service, the lane, and the parcel's dimensions, so the only number that is true for your shipment is a live quote. The tables below are USPS's published prices, not a quote.

Priority Mail Flat Rate

One price regardless of weight (up to 70 lbs) or distance, if it fits in the USPS-supplied box or envelope.

PackageRetailCommercial
Flat Rate Envelope$12.90$11.12
Legal Flat Rate Envelope$13.25$11.66
Padded Flat Rate Envelope$14.00$11.99
Small Flat Rate Box$13.65$12.10
Medium Flat Rate Box$24.80$21.17
Large Flat Rate Box$34.00$31.00
APO/FPO/DPO Large Flat Rate Box$32.55$29.59
Flat Rate wins when your item is heavy for its size and travelling far. For anything light, or going a short distance, weight-based Ground Advantage is usually cheaper — check both before you buy.

Priority Mail Express Flat Rate

PackageRetailCommercial
Flat Rate Envelope$35.90$31.11

Ground Advantage

USPS's cheapest ground service for parcels up to 70 lbs, 2–5 business days.

A structural change on July 12, 2026 that most rate guides have not caught up with: at published Commercial prices, Ground Advantage no longer prices by the ounce under 1 lb. A 4 oz parcel, an 8 oz parcel and a 15.99 oz parcel to the same zone now cost exactly the same. If you are reading a guide that still shows separate 4 oz / 8 oz / 12 oz commercial rows, that guide predates this change.

Retail prices, by zone:

WeightZone 1Zone 2Zone 4Zone 6Zone 8
0–8 oz$7.90$8.05$8.30$8.75$9.45
1 lb$9.55$9.95$10.60$11.35$12.90
Zones are set by the distance between the origin and destination ZIP codes — Zone 1 is local, Zone 8 is coast-to-coast. Heavier weights and the full commercial grid vary enough by lane that a quote is more reliable than a table; get one for your actual addresses.

What changed in 2026

Three separate price events, in order:

January 18, 2026 — the annual competitive price change. USPS's own published averages:

ServiceAverage change
Priority Mail+6.6%
Priority Mail Express+5.1%
Ground Advantage+7.8% (blended)
Parcel Select Destination Entry+6.0%
First-Class Mail stampno change
That Ground Advantage figure is a blend across all weights — light parcels rose considerably more than 7.8%, heavier ones less.

April 26, 2026 — a temporary transportation surcharge of +8.0% on base postage, applied to Priority Mail Express, Priority Mail, Ground Advantage and Parcel Select, on both retail and commercial prices. It is scheduled to expire on January 17, 2027, when USPS has said prices will be restored to the approved January levels. This surcharge is included in every price on this page.

July 12, 2026 — service and rule changes rather than a broad price move, including the Ground Advantage ounce-tier change above.

Rule changes that affect what you actually pay

These do not appear in any rate table but change the bill:

  • The dimensional weight divisor changed from 166 to 139 on July 12, 2026. Bulky-but-light parcels are now charged more dimensional weight for the same box. If you ship anything voluminous, re-check your costs even on lanes where the rate table did not move.
  • Fractional dimensions now round up to the next whole inch. A 9.1-inch box is measured as 10 inches. (Priority Mail Cubic and Ground Advantage Cubic still round to the nearest quarter inch.)
  • Signature Confirmation bought online or via API is $4.15, up from $3.95.

Products that no longer exist

Several widely-cited guides still recommend services USPS has withdrawn:

  • Priority Mail Regional Rate Boxes A and B — discontinued January 22, 2023. The phrase "Regional Rate" does not appear anywhere in the current Notice 123.
  • Large Flat Rate Board Game Box — discontinued April 4, 2022.
  • Global Express Guaranteed — suspended since September 29, 2024.
If a shipping guide is still building strategy around any of these, its other numbers are probably the same vintage.

Getting your actual price

A published table can tell you what USPS charges; it cannot tell you what your parcel costs, because that depends on the dimensions, the exact ZIP-to-ZIP zone, and which service wins for that combination. Run a quote on atoship and compare Ground Advantage, Priority Mail, and Flat Rate side by side for the shipment you are actually sending.

FAQ

When do USPS prices change?

USPS normally makes one competitive price change each January. 2026 was unusual: January 18, then a temporary surcharge on April 26, then service and rule changes on July 12. The April surcharge is scheduled to come off on January 17, 2027.

Why is the price I see different from this page?

This page shows USPS's two published tiers. Your actual price also depends on the parcel's dimensions (see the dimensional weight change above), the precise zone between your ZIP codes, and any extra services. Quote the specific shipment.

What is the cheapest USPS service?

For most parcels under a few pounds, Ground Advantage. For heavy items that fit a Flat Rate box and travel a long distance, Flat Rate can beat it outright. The crossover depends on weight, size and zone, which is why it is worth comparing both on every shipment rather than picking one by default.

Is Flat Rate always a good deal?

No. Flat Rate is a good deal when the item is heavy for its size and going far. A light item in a Medium Flat Rate Box at $21.17 commercial will usually cost far more than the same item shipped weight-based.
